Primary focus will be given to the development and use of elements used as part of a three-tiered instructional model including the establishment of: (1) effective systems, (2) universal screening, (3) research-based interventions, (4) problem solving for systems, groups, and individual students. Emphasis will be given to translating current educational research into practice to help schools maximize resources and outcomes for all students, including those with disabilities. Examples of data systems for universal screening and progress monitoring will be identified.
